By 2050, Belgium must reduce its carbon emissions by 80-95%. Buildings are a major source of those emissions for Belgium, for which building technology offers a solution. Climate policy will have a major impact on virtually all of society over the next 30 years. As an industry, this transition will require us to adjust not only our own operations but also our product strategy. Almost every owner will have to consider a renovation project. Policy plays a crucial role in ensuring that both businesses and citizens are able to transition properly. To shape these policies, governments also look to stakeholders. To respond to this, Agoria has set up a project to help support the realization of the climate neutral building stock in Belgium by 2050.

 

Our approach

At the start of the project, the technology needed for the climate transition seemed to be available. It was found that the rate of market adoption of technologies was moving too slowly to achieve the climate goals. In order to identify the initiatives needed for adjustment, it was necessary to have an evaluation framework for the market adoption of climate technologies. To this end, a theoretical model of policy-induced substitution was developed by Agoria in cooperation with members. This model combines features of substitution, diffusion of innovation and climate policy theories to identify factors that may contribute to accelerating the market uptake of climate technologies. The theoretical model can be used to estimate the extent to which the market develops sufficiently to achieve a climate-neutral real estate market share of 30%. In the case of certain impact factors that do not appear to be developing sufficiently, initiatives are being taken by the Agoria technology federation with the aim of giving the impact factor an extra boost.

Our initiatives

From the Climate Neutral Building project, it is working with governments and other partners on initiatives to initiate the realization of the building park. Agoria does this by contributing ideas on policy priorities, co-designing policy proposals and (supporting) the development of the necessary tools to realize the climate transition of the building stock. Where are we today?

To measure sector commitment, the proportion of climate-neutral buildings in the building stock is considered. This specific definition of "climate neutral" is up to the countries from Europe. Since climate policy for buildings in Belgium is a regional matter, each region has determined a definition. They have shaped this as a certain minimum standard that will have to be achieved, equivalent to one or more labels of the EPC or EPB certificate. Unfortunately, certificates are not available for every building in every region today. As a result, we are forced to make estimates based on available data. Based on available data today, we estimate that about 6% of the building stock is climate neutral. By 2030, it should be at least 30%.
