The European Commission protects the European (electric) bicycle industry
On 17 January 2024, the European Commission initiated an expiry review with regard to imports to the Union of electric bicycles originating in the People’s Republic of China. It published a Notice of Initiation in the Official Journal of the European Union.
The Commission initiated the investigation following a review request lodged on 16 October 2023 by the European Bicycle Manufacturers Association and CONEBI (in which Agoria is an active member) on behalf of the Union industry of electric bicycles. The request contained evidence of likelihood of continuation of subsidisation and recurrence of injury to the Union industry that was sufficient to justify the initiation of the investigation.
Prior to the initiation of the expiry review, the Commission notified the Government of China (GOC) that it had received a properly documented request, and invited the GOC for consultations. The GOC did not respond and therefore consultations did not take place.
Continuing these measures is necessary to safeguard the long-term viability of the European Union's electric bike (e-bike) industry, which directly employs 12,000 people and is vital for the EU’s green transition and sustainable mobility.
The extension of measures follows an expiry review investigation by the Commission. This showed that e-bike producers in China continue to benefit from unfair subsidies and that imports into the EU were made at dumped prices. As such, all legal requirements for the extension of duties were met.
Measures on e-bikes from China – anti-dumping duties ranging from 10.3% to 70.1% and countervailing duties ranging from 3.9% to 17.2% – were first introduced in 2019. They have helped mitigate the injurious effect of unfairly subsidised and dumped Chinese imports, particularly for EU producers in the entry-level and mid-range markets. The measures have also allowed new European companies to enter the market, as well as promoting further investment in technology development and in sustainable production methods.
