On 9 December 2020 the Commission adopted a proposal for a Regulation on batteries and waste batteries, amending Regulation (EU) No 2019/1020 and repealing Directive 2006/66/EC.
European standards help to ensure a high level of environmental performance of batteries throughout the Union and thus contribute to their free movement in the Union.
The Proposal includes product requirements for batteries for which reliable, accurate and reproducible state-of-the-art measurement and assessment methods are necessary in order to facilitate conformity assessment.
The draft standardisation request proposes the following requirements and test methods for:
- general-purpose non-rechargeable batteries are to be durable and high performing. European standards on capacity, minimum average duration, delayed discharged performance and leakage testing are therefore necessary to verify durability and performance of such batteries.
- rechargeable industrial and electric vehicle batteries are to be durable and high performing. European standards on capacity fade, internal resistance increase, energy round-trip efficiency and expected lifetime are therefore necessary to verify durability and performance of such batteries.
- the reuse and repurposing of rechargeable industrial and electric vehicle batteries.
- there are currently no safety standards at Union level for stationary battery energy storage systems that are to be safe during their operation.
